04-05 OCAIR Chair Mindy Wang convened the meeting at 5:10 pm.

She gave opening remark and introduced new members.

State of OCAIR Report

Mindy Wang delivered the State of OCAIR Report to the members on behalf of the Steering Committee. The report was later posted on OCAIR website for review. Some of the highlights mentioned are as below.

Member Growth: For the past year, nearly 50 new members joined OCAIR, including a number of non-ethnic Chinese. Most of the members are on the OCAIR listserv.

OCAIR 4th Virtual Conference - David Cheng and Chun-Mei Zhao's paper, "Achieving Multicultural Competence: Student Participation in College Activities and Its Impact on Multicultural Learning", was selected as the OCAIR Best Paper for the 2005 AIR Forum.

Logo - OCAIR now has a new logo thanks to the diligent work of the logo committee and Yanti Lim, Charles Tandiwijaya's wife.

Listserv Subscription - The procedure for subscribing to the listserv has improved thanks to Ye, Shiji, Robert, and Meihua for their help. The OCAIR listserv has moved from Bowling Green State University to the AIR server and is working well in its new location. Thank Robert Zhang for a job well done.

Accomplishments of Members
AIR Awards - Po Yang's dissertation proposal received the AIR/NCES/NSF Improving Institution Research in Postsecondary Institutions Award for 2005-2006. At the AIR Forum, Po Yang received the Charles I. Brown Fellowship. She was also awarded a Dean's Grant for Student Research at Teachers College, Columbia University.

AIR Summer Data Policy Institute - Jean Chen, Li-Yun Wang, Yih-Lan Liu, Qinzhu Zhang, Mindy Wang, Hui-Min Wen, and Qiuheng Shi received fellowships to attend the 2004 AIR Summer Data Policy Institute.

China Information Economics Society - Jing Luan was elected for a 4-year term to the China Information Economics Society, the only person outside of China to be elected. First International Conference on World Class Universities - Chun-Mei Zhao was invited to attend the "First International Conference on World Class Universities" in Shanghai (June 2005). The conference was by invitation only. Only about twenty people worldwide were invited to attend the conference.

NEAIR Research Grant - Mindy Wang received the NEAIR research grant 2004.

OCAIR Outstanding Service Award Presented by Mindy Wang

At the 2005 Forum, Willard Hom received the Outstanding Service Award for sharing his book abstracts and other research work with OCAIR. Over the years, Willard's Corner is one of the important features in OCAIR website. The abstracts and summary benefited many members. A number of people traced OCAIR through online search on certain research topics. Congratulation!

Report on Balance of Sunshine Fund Presented by Lily Hwang

Lily Hwang reported sunshine fund expenditures and balance. A bank statement was distributed around the room for members to review.

Report on Election Results Presented by Shuqin Guo

Forty-five percent (45%) of the membership voted showing that there is strong interest by members in the organizational affairs of OCAIR. Bill Zhang was elected as Chair-elect and Annie Lin as Member-at-large. They officially began their terms on the steering committee at the OCAIR Annual Meeting at the 2005 AIR Forum.

Leadership Transition

Mindy Wang introduced the 2005-2006 Steering Committee to the members: Chair elect Shuqin Guo, member-at-large Annie Lin, immediate-past Chair Mindy Wang, and coordinator Zhao Yang.

Guest Speakers

Samuel Peng, Professor of National Tsing Hua University in Taiwan, Retired director at NCES. Samuel Peng shared his thoughts about job opportunities for institutional research outside of academia and also around Asia. He also recalled his career path at NCES, and how the attitude and hard-working would pay off.

Party

The local arrangement team (Lijuan Zhai and Xiaoying Zhang) reported the dinner arrangement and distributed maps. The meeting adjourned at 5:55 pm
